Biography

Rev. Dr. Cephas Adjei Mensah is a seasoned public servant spanning twenty-two (22yrs) and the Director of the Research, Statistics and Information Management (RSIM) Directorate at the Ministry of Environment, Science and Technology (MEST) Ghana. He leads efforts to design and maintain research and statistical systems that inform evidence-based decision-making across the Ministry. His work spans data management, policy analysis, and strategic coordination of research activities. Dr. Mensah is a strong advocate for regional collaboration, sustainable funding models, and the integration of science and technology into national development strategies. He has played a key role in initiatives such as the Science Granting Councils Initiative (SGCI), presently serves as the Chair for the SGCI-3 Alliance, a new governance architecture, council-driven and owned, tailored to using the SGCI as a mechanism for implementing STISA-2034 and rallying global collaboration and partnership. He has been recognised as one of the Best Performing Directors in Ghana’s Civil Service for his visionary leadership and commitment to excellence in 2025.

He is a Member of the GRC Multilateral Working Group and also serves as the RMO Secretary for the Sub-Saharan Africa Regional Member Organization (SSARMO) of the International Institute for Applied Systems Analysis (IIASA). He is very versatile in the public policy, administration, and technical arena with vast experience across sectors and ministries. His career includes roles as Deputy Director, Science, Technology & Innovation (STI), MESTI; Ministry of Aviation as a Deputy Director, Finance & Administration and Focal Person on Government High Priorities, Monitoring & Evaluation (M&E); and Ministry of Education where he acted as Director, Higher Education. He was an Adjunct Lecturer in Biochemistry at Accra Technical University for 10 years. Cephas is also a Chartered Professional Administrator, Counsellor, Mentor, and Minister of the Gospel. He received the Civil Service Excellence Award for integrity in 2019.
